Parliamentarian

As Parliamentarian, the Secretary assists the Presiding Officer in conducting the business of the session, advises the Presiding Officer during session, and provides advice and assistance to Members and staff on questions relating to the meaning and application of the Senate's legislative rules, precedents and practices. They coordinate the Order of Business for each session day, working closely with Leadership and caucus legal counsel.

Additionally, the Secretary is responsible for planning and executing all special Senate ceremonies and events, such as the Opening Day Ceremony in January of each year, the Ceremony to Inaugurate the Lt. Governor, the election of the President Pro Tempore, the Swearing-In Ceremonies for Specially Elected Senators, Joint Sessions with the House of Representatives, and more. This involves comprehensive event-planning from start to finish, and includes responsibilities such as: drafting scripts; coordinating speakers, chaplains and judges; working with Dept. of State on certification of election returns and participation in the ceremonies; printing and distributing tickets; facilitating parking; creating and printing programs; and more. The Secretary and their team conduct this work, working closely with Leadership and the Chief Clerk's Office.
